Montana permitting is a patchwork, and a metal roof inherits whichever piece its address lands on. Some cities run full building departments, one county enforces code countywide, and Gallatin and Flathead counties issue no building permits at all, leaving the state Building Codes Program at the Department of Labor and Industry, phone (406) 841-2056, to cover the gaps. One number travels with every address
Wherever the permit gets pulled, the design starts from the site's ground snow load. Montana has no roofing-specific license and no competency exam. The state credential, long called Construction Contractor Registration and statutorily a construction contractor license since January 1, 2026 under MCA 37-45-201, verifies workers compensation coverage, not skill.
